Data Hub Berlin – Core Infrastructure for Smart City Berlin
On November 6, 2025, green light was given for the launch of the website showcasing the prototype of the Data Hub Berlin. For the first time, this prototype provides a central data platform for Berlin’s administration, enabling faster and improved data collection, processing, and presentation.
Efficient data structures and an interoperable city-wide data management system are core component of a Smart City. The Data Hub Berlin now provides the central technical infrastructure for this purpose. Launched as a prototype, it is intended to be gradually expanded. It will offer Berlin’s administration at all levels and across all departments access to essential data sources, data processing, and data presentation capabilities. The Data Hub Berlin prototype is a measure of the Smart City strategy “Gemeinsam Digital: Berlin,” aligned with the guidelines of Berlin’s government policy, initiated and funded by the Berlin Senate Chancellery and tested by the Technologiestiftung Berlin.
As an open-source application with a modular structure and high interoperability, the Urban Data Platform meets all requirements for national and European data spaces. It integrates existing infrastructures such as the Open Data Portal and the Geodata Infrastructure and provides standardized interfaces.
The prototype of the Data Hub initially tests the technical and organizational framework conditions through use cases. The Technologiestiftung Berlin (TSB), as the organization in charge oft he project, has taken on the development and further enhancement of the platform. The Data Hub competence team at TSB implemented the platform and the deployment of the use cases. The selection of use cases was carried out by the working group Data Hub. Current use cases come from the Senate Department for Urban Development, Building and Housing (SenSBW), the Senate Department for Labour, Social Affairs, Equality, Integration, Diversity and Anti-Discrimination (SenASGIVA), as well as the districts of Neukölln and Pankow.
Technologically, the Data Hub Berlin is based on the open-source platform CIVITAS/CORE and, with its components for data management, processing, and visualization, complements the IT systems and data portals of the State of Berlin. It is not only a technical “core” for cross-departmental collaboration in Smart City Berlin, but also strengthens Berlin’s digital sovereignty.
