City Resilience Hack – September 24–25 in Tallinn

The City of Tallinn and Tehnopol, the largest research and business park in the Baltic States, together with their partner cities Valencia, Helsinki, Dnipro, and Lviv, invite you to the international City Resilience Hack. The competition, which will take place in Tallinn from September 24 to 25, 2026, aims to connect talents, teams, and startups with cities to develop practical solutions for challenges related to urban resilience, maintenance of services, and the strengthening of communities.

Cities are facing rapid and permanent changes and must constantly cope with new challenges. This requires smart solutions which ensure a safe living environment, reliable services, and resilient communities in all situations. The City Resilience Hack in Tallinn aims to bring together exactly these aspects: it focuses on forward-looking collaboration that combines the real needs of cities with the expertise of innovative teams and their solutions in the fields of technology, data, design, business, and defense.

Together with the cities of Tallinn, Helsinki, Valencia, Dnipro, and Lviv, the teams will spend two days working on solutions that will be tested in urban environments after the hackathon. The initiative addresses four areas:

  • smart and connected digital platforms,
  • resilient critical systems and operational responsiveness,
  • crisis preparedness and communication,
  • health and social security

Individuals, teams, and startups with backgrounds in IT, defense, entrepreneurship, data, cybersecurity, logistics, urban planning, health, or UX and UI design are welcome to participate. The teams to be formed should combine expertise from various fields.

As part of the hackathon, prize money totaling €75,000 will be awarded; the top teams will receive cash prizes, the opportunity to further develop their solutions in collaboration with cities, and access to test environments and pilot projects.

The “City Resilience Hack” will take place in Tallinn at the Energy Discovery Center as an in-person event; the working language is English. The application deadline is September 10, 2026.
